Randall Garvey, a self-educated billionaire, world-classego and doubting atheist, is elected president as thelesser of three evils. He works secretly to satisfy hisobsession with the search for extraterrestrial life. He is accustomed to getting what he wants, and withhelp from a well-placed rogue senator, he devises aplan to evade the restrictions of a hostile congress.
